Condoms 'too big' for Indian men

A survey of more than 1,000 men in India has concluded that condoms made according to international sizes are too large for a majority of Indian men.

The study found that more than half of the men measured had penises that were shorter than international standards for condoms.

It has led to a call for condoms of mixed sizes to be made more widely available in India.

The two-year study was carried out by the Indian Council of Medical Research.
Over 1,200 volunteers from the length and breadth of the country had their penises measured precisely, down to the last millimetre.

The scientists even checked their sample was representative of India as a whole in terms of class, religion and urban and rural dwellers.

The conclusion of all this scientific endeavour is that about 60% of Indian men have penises which are between three and five centimetres shorter than international standards used in condom manufacture.

Doctor Chander Puri, a specialist in reproductive health at the Indian Council of Medical Research, told the BBC there was an obvious need in India for custom-made condoms, as most of those currently on sale are too large.
The issue is serious because about one in every five times a condom is used in India it either falls off or tears, an extremely high failure rate. And the country already has the highest number of HIV infections of any nation.

'Not a problem'
Mr Puri said that since Indians would be embarrassed about going to a chemist to ask for smaller condoms there should be vending machines dispensing different sizes all around the country.

"Smaller condoms are on sale in India. But there is a lack of awareness that different sizes are available. There is anxiety talking about the issue. And normally one feels shy to go to a chemist's shop and ask for a smaller size condom."

But Indian men need not be concerned about measuring up internationally according to Sunil Mehra, the former editor of the Indian version of the men's magazine Maxim.

"It's not size, it's what you do with it that matters," he said.

"From our population, the evidence is Indians are doing pretty well.

"With apologies to the poet Alexander Pope, you could say, for inches and centimetres, let fools contend."

China proíbe videojogo por ameaça à segurança nacional

Battlefield 4, da Electronic Arts, retrata a cruzada de um almirante chinês para derrubar o governo do país.


Ameaça à segurança nacional. Foi este o argumento invocado pelo Governo chinês para proibir a venda no país de Battlefield 4, a mais recente versão do famoso videojogo de guerra da Electronic Arts para computadores e consolas de última geração.

Em causa na decisão das autoridades chinesas está não o jogo em si mas um pacote de expansão com um novo enredo e missões que os jogadores podem descarregar online. Intitulado China Rising, a sua acção desenrola-se na China em 2020 e segue a história ficcional de um almirante chinês e da sua cruzada para derrubar o governo.

Segundo o site PCGames, o Ministério da Cultura chinês classificou o jogo de ilegal por “ameaçar a segurança nacional” e representar uma forma de “agressão cultural”. A interdição agora anunciada inclui todos os materiais relacionados com o jogo, incluindo cartazes promocionais e versões de demonstração. Também a expressão "ZhanDi4", tradução chinesa para Battlefield 4, foi censurada em sites como o Weibo, a maior rede social do país.

Lançado no passado mês de Outubro, Battlefield 4 está disponível em vários mercados da América do Norte, Europa, Japão e Oceânia. A norte-americana Electronic Arts, um dos maiores fabricantes de videojogos do mundo — são dela títulos como o simulador de futebol Fifa, mas também jogos de sucesso como The Sims, Medal of Honor ou Need for Speed —, recusou comentar o assunto.

Ciente de que muito há para esclarecer quer da parte das autoridades de transição da Guiné-Bissau, quer da parte das autoridades portuguesas, que se solidarizaram com a transportadora aérea TAP e, consensualmente, decidiram por um radicalismo de posicionamento que culminou com a suspensão dos voos Lisboa/Bissau e vice-versa, através dos aviões da TAP, não posso deixar de continuar a questionar uma série de ocorrências, no intuito de perceber o que de facto aconteceu, tendo em conta que, há um Regime Jurídico português que nos especifica as condições de entrada, permanência, saída e afastamento de estrangeiros do território português, isto porque, o que aconteceu relativamente aos 74 sírios, tem de facto, enquadramento jurídico no referido diploma, pelo qual, se deve analisar os envolvimentos, as implicações, as consequências, as responsabilidades e responsabilizações da parte da transportadora aérea portuguesa TAP, ainda que, essa tarefa pudesse ser realizada em estreita colaboração/cooperação com as autoridades de facto da Guiné-Bissau, de modo a se providenciar um Inquérito rigoroso e abrangente, para apuramento da verdade e consequente responsabilização, tendo em conta a questão de fundo, que originou o radicalismo da parte portuguesa, ou seja, a coação militar, interpretada como quebra de segurança grave, que depois das primeiras versões, se diluiu e se sustenta presentemente numa alusão a "pressão" ou "exigência" por telefone, do ministro do Interior do Governo de Transição da Guiné-Bissau ao chefe de escala da TAP em Bissau, no sentido de se concretizar o embarque dos 74 sírios, o que, não tem, nem de perto, nem de longe, o mesmo sentido; o mesmo impacto político e social, da versão primeira sobre a coação militar ao Comandante de bordo e à tripulação.

África: Persistem ameaças terroristas apesar de ganhos militares em 2013

Os Estados Unidos da América e a União Europeia estão a seguir de perto as ameaças dos grupos terroristas em Africa e tal como outras potências ocidentais prometem meios para combater o extremismo no continente.

O ano de 2013 parece ter sido o momento em que o mundo se despertou acerca do terrorismo africano.

Houve vitórias militares contra grupos islâmicos extremistas no Mali e na Somália, entretanto seguidas de outros ataques terroristas em países vizinhos, demonstrando assim o carácter complexo e persistente das ameaças que ainda existem.

O ano de 2013 começou com a intervenção militar francesa no Mali. Combatentes ligados a al-Qaida que controlavam o norte do país estavam em avanço para o sul.

As tropas malianas não puderam resistir sozinhas. Mas mesmo após a liberação do norte pelas tropas francesas e africanas, os combatentes jihadistas lançaram ataques de represália contra as instalações de produção de gás de Ain Amenas, na Argélia, fazendo centenas de reféns e no final pelo menos 36 mortos - todos eles trabalhadores estrangeiros.

A Somália parecia estar no fim da picada no início de 2013. Tropas quenianas e da União Africana combateram o grupo de milícia al-Shabab nos principais centros urbanos onde tinham encontrado o refúgio.

Mas em Setembro, um pequeno grupo de militantes da al-Shabab atacou um centro comercial em Nairobi, matando mais de 60 pessoas deixando de rastos as agências de segurança e de inteligência quenianas.
O mundo viu através da televisão centenas de sobreviventes.

“Tudo quanto me lembro é das pessoas dizendo, deitem-se por terra. Todos se deitaram e rastejaram.”

A Nigéria anunciou que estava a apertar o cerco contra a crescente insurreição radical da Boko Haram, que tem vindo a combater desde 2009. No mês de Maio, tropas governamentais deram o início a ofensiva contra a seita. As Nações Unidas afirmam que a ofensiva que ainda continua já matou 1200 pessoas. Mas a Boko Haram continua a atacar.

Tudo o que tem vindo a acontecer em África, parece similar. Insurrectos islâmicos assumem o controlo de territórios, erguem esconderijos, e chegam mesmo a tentar governar. Mas logo que enfrenta acções militares, abandonam os centros urbanos e dispersam-se. Alguns são mortos, outros escapam-se para retaliar mais tarde, depois de reforçados por novos recrutas.

O pesquisador senegalês Bakary Sambe diz que a intervenção militar, em particular pelas forças ocidentais, exacerbam a radicação desses grupos.

“É absurdo dizer, pode-se fazer guerra contra o terrorismo que pela natureza está a expandir e regenerar-se constantemente. Também precisamos de combater as causas da radicalização: pobreza, o sentimento de frustração e de rejeição pelo estado, e o sub-desenvolvimento…o ponto crucial do terrorismo e de todo o extremismo violento é a exploração da miséria social. É acerca da exploração daqueles que se sentem abandonados económica e politicamente.”

Analistas afirmam que a al-Shabab continua a ser o grupo extremista em África mais organizado, e ate aqui a organização mais chegada à al-Qaida, e a publicidade que granjeou com o ataque ao centro comercial Westgate no Quénia revitalizou a sua acção no recrutamento no estrangeiro.

Os Estados Unidos da América e a União Europeia estão a seguir de perto as ameaças dos grupos terroristas em Africa. Mas a excepção da França, que continua combater os extremistas no Mali, as potências ocidentais afirmam que no futuro vão continuar a apoiar os esforços de financiamento para assistir e treinar tropas africanas com vista a conter o extremismo violento.

Urge criar soluções que possam dar à Guiné-Bissau uma nova fase de paz social.

Um país em construção apresenta um grupo de vantagens e, ao mesmo tempo, de desvantagens que reside na fragilidade das instituições do Estado. No caso da Guiné-Bissau, temos uma identidade coletiva construída em torno de grupos e de etnias, alguns deles transnacionais, cimentada essa identidade nos próprios processos de independência e na construção de uma vontade comum de daí construir um Estado.

No momento presente parece não carecer de grande demonstração a verificação da fragilidade das instituições do Estado guineense. Da mesma forma as sucessivas lutas, por vezes violentas, entre lideranças políticas demonstra também a inadaptação da aplicação de um modelo político ocidentalizado a uma realidade cultural muito específica. Guinea Bissau: Security Council Presidential Statement, Deploring Military Interference, Urges Guinea-Bissau Authorities to Ensure Elections Without Further Delay

Addressing the situation in Guinea-Bissau today, the Security Council strongly deplored the repeated military interferences in civilian affairs and called for respect of the constitutional order, including the electoral process.

In a presidential statement (document S/PRST/2013/19), the Council took note of the postponement of the presidential and legislative elections to 16 March 2014 by the authorities in charge of the transitional period. It urged the transitional authorities to ensure there would be no further delay or postponement that could further affect the country's already fragile socioeconomic, security, humanitarian and human rights situation.

The Council also expressed grave concern at the recent deterioration of the security situation, including many cases of human rights violations. It stressed that deteriorating security had created an atmosphere of fear and intimidation, which, combined with the tension between the political parties, undermined an environment conducive to the holding of "timely, credible, peaceful and inclusive elections".

Further, recalling its resolution 2048 (2012), the Council reiterated its readiness to consider further measures, as it deemed necessary, including targeted sanctions against individuals who undermined efforts to restore the constitutional order. The Council also emphasized its concern about the prevailing culture of impunity and lack of accountability in the country.

Urging the transitional authorities to continue working collaboratively with the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) and the United Nations country team, the Council commended the Governments of Nigeria, Timor-Leste and other countries, as well as the Economic Community of West African States (ECOWAS), European Union and the West African Monetary Union, for their generous contributions to support the electoral process.

In addition, the Council welcomed ECOWAS efforts to strengthen its mission in the country to assist the authorities in providing security for the upcoming elections. It urged ECOWAS and its m ember States, as well as its international partners, to continue coordinating further endeavours towards supporting peace, stability, rule of law and the fight against impunity.

The Council also welcomed the actions taken by UNIOGBIS and the United Nations Department of Political Affairs to contribute to the fight against drug trafficking in Guinea-Bissau, reiterating its call for international support for those activities.
The meeting began at 10:05 a.m. and ended at 10:10 a.m.

Presidential Statement

The full text of presidential statement S/PRST/2013/19 reads as follows:

"The Security Council recalls that the consolidation of peace and stability in Guinea-Bissau can only result from a consensual, inclusive and nationally owned transition process, the restoration of and respect for constitutional order, reforms in the defence, security and justice sectors, the promotion of the rule of law, the protection of human rights, the promotion of socioeconomic development, an improvement in the humanitarian situation and the fight against impunity and drug trafficking.

"The Security Council takes note of the postponement of the date of the presidential and legislative elections to 16 March 2014 by the authorities in charge of the transitional period and expresses its concern at the delay by the said authorities in taking the necessary steps for the timely adoption and implementation of decisions towards restoring constitutional order and to organizing inclusive elections. The Security Council urges the authorities in charge of the transitional period to ensure there is no further delay or postponement that could further affect the already fragile socioeconomic, security, humanitarian and human rights situation in Guinea-Bissau.

"The Security Council strongly deplores the repeated interference of the military in civilian affairs and calls upon the military to respect the constitutional order, including the electoral process. The Security Council reiterates its demand to the armed forces to submit themselves fully to civilian control.

"The Security Council reaffirms that it is critical that the authorities in charge of the transitional period and other stakeholders in Guinea-Bissau remain committed to ensuring the restoration of constitutional order in the country and calls upon them to continue to take further measures to ensure the smooth execution of the voter registration process. The Security Council further urges stakeholders in Guinea-Bissau to promote the principle of consensus to resolve outstanding issues in a peaceful manner.

"The Security Council expresses its grave concern at the recent deterioration of the security situation, including many cases of violations and abuses of human rights and acts of violence against persons and property, intimidation, threats and restrictions of freedom of expression and assembly and notes that in several cases, these acts have reportedly been carried out by State and non-State armed elements.

"The Security Council stresses that the deteriorating security situation has created an atmosphere of fear and intimidation in the population, which, combined with the tension between the political parties, undermine an environment conducive to the holding of timely, credible, peaceful and inclusive elections.

"The Security Council urges Authorities in charge of the transitional period to provide the security and create the conditions conducive to the safe full and equal participation of all political actors and all sectors of the society, in particular women in the political process and calls upon all stakeholders to contribute to that effect.

"The Security Council takes note of the establishment of the 'Coordinating Committee for the Electoral Process and Financial Support for the General Election of 2013 to 2014', which aims to ensure coordination among the partners and requests UNIOGBIS to provide, in accordance with its mandate, the relevant assistance to the aforementioned Coordinating Committee.

"The Security Council urges the Authorities in charge of the transitional period to continue to work collaboratively with the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) and the United Nations country team, as well as with other regional and international stakeholders, in order to ensure a peaceful and stable atmosphere before, during and after the elections, and a credible and peaceful outcome to the election.

"The Security Council notes that the support of Guinea‑Bissau's partners is required to finance the electoral process, and in this regard, commends the Governments of Nigeria, Timor-Leste and other countries, as well as the Economic Community of West African States (ECOWAS), the European Union and the West African Monetary Union (WAEMU), for their generous contributions and pledges to support the electoral process. The Security Council further urges the relevant partners to ensure the timely disbursement of their pledges in order to facilitate the holding of the elections in March 2014.

"The Security Council urges stakeholders in Guinea-Bissau, including political and military leaders to refrain from any action that could hamper the electoral process and the implementation of reforms, which are key to the long-term stability of Guinea‑Bissau. The Security Council recalls its resolution 2048 (2012) and, in this regard, reiterates its readiness to consider further measures, as it deems necessary, including targeted sanctions against individuals who undermine efforts to restore the constitutional order.

"The Security Council commends ECOWAS for its actions on the ground, including through its mission in Guinea-Bissau (ECOMIB), and welcomes the intention of the organization to strengthen its mission to assist the Authorities in charge of the transitional period in providing security for the upcoming elections. The Security Council calls upon ECOWAS and its Members States, as well as its international partners to lend further support to ECOMIB in this regard and continue to coordinate further international efforts to support peace, stability, rule of law and the fights against impunity in Guinea-Bissau.

"The Security Council condemns the recent increase in the number of human rights violations and abuses in Guinea-Bissau and deplores the killing of a Nigerian citizen and the attacks on political actors, the civilian population and one United Nations staff member, as well as on the Nigerian Embassy. The Security Council urges the authorities in charge of the transitional period to ensure that credible investigations are carried out and that those responsible for those acts are brought to justice.

"The Security Council reiterates its concern about the prevailing culture of impunity and lack of accountability in Guinea-Bissau. The Security Council urges, in this regard, the authorities in charge of the transitional period to take swift action to fighteffectively impunity and promote justiceby ensuring that perpetrators are brought to justice.

"The Security Council reiterates its deep concern at continued drug trafficking in Guinea-Bissau, and at the threat it poses to stability in the country, as well as in its neighboring countriesand re-emphasises the need to tackle the problem of drug trafficking in the countries of origin, transit and final destination through an approach of common and shared responsibility.

"The Security Council welcomes the actions taken by UNIOGBIS and the United Nations Department of Political Affairs to contribute to the fight against drug trafficking in Guinea-Bissau, encourages UNIOGBIS to continue assisting the national authorities to combat drug trafficking and transnational organized crime in close cooperation with the United Nations Office on Drugs and Crime (UNODC), and in this regard, reiterates its call for international support to these activities.

"The Security Council urges the authorities in charge of the transitional period and national institutions of Guinea-Bissau to work together to alleviate social tensions and humanitarian hardships in order to ensure a climate that is peaceful and conducive to the implementation of far-reaching reforms for the consolidation of peace and democracy, the strengthening of national institutions, and the promotion of human rights and socioeconomic development.

The Security Council welcomes, in this regard, the prospective resumption of engagement by the Guinea-Bissau Configuration of the Peacebuilding Commission, once appropriate conditions are in place, welcomes the intention of its Chair to visit Guinea-Bissau, and encourages close cooperation between the Peacebuilding Commission and UNIOGBIS."

How Human Barbie Made Even More Headlines in 2013

Of all the stars to be born on the Internet, one of the strangest is surely Valeria Lukyanova, otherwise known as the "Human Barbie." While critiquing the Barbie archetype and promoting a realistic body image has been a popular trend online and in digital art lately, Lukyanova has gone the opposite route. The Ukrainian model's physique is her medium, and she's consciously transformed herself into a living doll.

When images of Lukyanova first began circulating in 2012, some news outlets called her a fake. But since then, she's done a number of interviews and has been the subject of a short documentary. In a world overrun with airbrushed images, stick-thin models, a multibillion-dollar cosmetic surgery industry, and distorted ideas about what real women should look like, Human Barbie has touched a cultural nerve.

Researcher and artist Nickolay Lamm said that discounting Lukyanova as a freak or curiosity because she's so outrageous is a mistake and believes that she's emblematic of what can happen when girls internalize idealized proportions, like those of Barbie dolls. "Young women who are healthy and fit, say 'I need to lose some weight,'" he said. "Who are they comparing themselves to?"

Lamm has created a number of viral art projects that address Barbie and other fashion dolls and their impact on the body images of girls and young women. He's airbrushed the makeup off of dolls, created diagrams of what women would look like with Barbie's measurements, and designed a Barbie with natural proportions. "She is so extreme that people think she's a crazy weirdo and don't look at the bigger, much more silent problem of young girls trying to achieve an impossible ideal."

Lukyanova's anime-like appearance has even spawned other saucer-eyed, wasp-waisted copycats such as Anastasiya Shpagina (who reportedly is also her best friend), KotaKoti, and Angelica Kenova. Everything she does seems to be focused on grabbing attention, so it's not all that surprising that the (unconfirmed) 24-year-old managed to capture a little more of the media spotlight throughout the year, thanks to her bizarre, bold, and baffling claims. Here, a sampling of her most interesting of 2013.

She time-travels and communes with aliens. Lukyanova, who describes herself as a New Age guru, told the Daily Beast in August that she started having out-of-body experiences as a child and now visits with people from other civilizations. She can also travel to other planets and communicates with aliens using light (though she doesn't explain the mechanics of this extraordinary feat).

She's married (but not necessarily to a human). Although Lukyanova says she's known her husband for 10 years, and he is a friend of her father's, when asked in the same interview if he is human, she pointedly says she doesn't want to discuss that.

She's not a fan of "Real-Life Ken." Lukyanova might have found a soulmate in Justin Jedlica, whom she met for a photo shoot in early 2013, but soured on him when he blabbed that she'd achieved her appearance through plastic surgery. While Jedlica freely admits that he's had more than 90 procedures, Lukyanova cops to having had breast implants but no other cosmetic procedures. She swears that her CGI appearance is a result of diet, exercise, makeup, and colored contact lenses. She also claims that younger images of herself looking more natural were "Photoshopped."

She's a "professional mountain climber." In an English-language interview with V magazine in January, Lukyanova said she spends weeks scaling the Himalayas. Does she race back home through time and space to keep up with her daily beauty routine?

She’s also a self-styled opera singer. Lukyanova’s early videos were mainly makeup tutorials and odd, disjointed posing sessions, reminiscent of a string of animated Paris Hilton selfies, but lately, she’s been frequently posting clips to YouTube of herself singing original compositions under her spiritual name, “Amatue.” Viewer reaction has been mixed. One YouTube commenter described her voice as being like a “siren,” another asked if there were “dolphins birthing nearby.”

She aspires to live only on air. She told a reporter for the Independent who tracked her down in the Ukrainian city of Odessa, "In recent weeks I have not been hungry at all; I'm hoping it's the final stage before I can subsist on air and light alone."

While Lukayanova's goal may be to become as doll-like as humanly possible, Lamm's new project tackles the opposite task: to produce a commercially available doll that's as human-like as possible.

Pelo menos 17 dos 74 passageiros sírios que chegaram a Lisboa com passaportes falsos num voo vindo de Bissau abandonaram as instalações onde estiveram acomodados na última semana na colónia de férias O Século, mas fonte oficial do Serviço de Estrangeiros e Fronteiras garantiu ao PÚBLICO que a institução conhece o paradeiro destes cidadãos. Estes sírios estariam descontentes com as condições de alojamento na colónia de férias e estarão agora instalados em hóteis.


A Segurança Social, responsável pelo acolhimento destes cidadãos, não esclareceu ao PÚBLICO como teve conhecimento de que uma família composta por dois adultos e cinco crianças iria abandonar as instalações da Fundação O Século, conforme transmitiu à instituição. Nem que motivos foram invocados para a saída.

Os cidadãos solicitaram asilo a Portugal e o SEF adianta que, no âmbito da instrução destes pedidos, “já foram todos ouvidos”, e que lhes foi entregue “a primeira documentação”, que lhes permite mobilidade no país, mas não a saída para o estrangeiro. Adianta ainda que já está confirmada a nacionalidade indicada e reunidos os pressupostos que os inscrevem no âmbito da protecção subsidiária.

O SEF reconhece ainda que emitiu alertas sobre estes cidadãos (não esclarece se de uma parte ou de todos) tanto aos serviços congéneres comunitários como aos serviços de controlo nacional, que fiscalizam as fronteiras nacionais. Mas desvaloriza a transmissão da informação.

“Os alertas são habituais e funcionam também com sentido pedagógico pois caso haja uma detecção na transposição de fronteira há uma advertência para o facto de deverem permanecer em território nacional até à finalização do processo de asilo, lembrando-se que não estão habilitados a permanecer legalmente fora de território nacional”, afirma o SEF, numa resposta enviada ao PÚBLICO. Caso sejam identificados pelas autoridades de outro país são accionados os mecanismos de retorno a Portugal.

Quem está convencido que alguns cidadãos sírios saíram do país é o presidente da Fundação O Século, Emanuel Martins, que acolheu na sua colónia de férias 29 destes cidadãos. “Neste momento penso que só sobram 12, mas mesmo estes não tenho a certeza. Hoje metade abandonou as nossas instalações com malas, mas acabou por regressar”, explica o dirigente.

“Anteontem [quarta-feira] saíram sete pessoas e ontem [quinta-feira] à noite outras dez”, continua Emanuel Martins.

O dirigente da fundação diz não saber para onde foram os sírios, mas enfatiza que desde o primeiro momento estes deixaram claro o seu descontentamento por estarem em Portugal. “Não deixámos as nossas casas e o nosso país para vir para aqui”, disseram os sírios, através de um tradutor, nas reuniões iniciais, segundo os relatos de Emanuel Martins. “Eles disseram que o seu destino era Alemanha e França, países onde muitos têm família”, afirma o dirigente, que reconhece que a instituição não está vocacionada para este tipo de apoio.

Entretanto, continua por conhecer o conteúdo do inquérito aberto pelas autoridades guineenses sobre o incidente com o voo da TAP que trouxe de Bissau para Lisboa os 74 cidadãos sírios. Depois de ter anunciado a sua divulgação para esta semana, o Governo de transição guineense adiou sucessivamente a conclusão do documento  e ontem afirmou ter apreciado o documento em conselho de ministros. O assunto fazia também parte da agenda do Conselho de Estado que reuniu a passada quinta-feira, mas o facto de o inquérito não estar ainda concluído fez adiar a discussão do assunto neste órgão.

O episódio levou já dois ministros guineenses a colocarem os seus cargos à disposição. Um deles, o dos Negócios Estrangeiros, explicou que o conselho de ministros começou ontem a analisar o relatório preliminar do inquérito ao embarque dos sírios no avião da TAP, devendo terminar hoje essa análise.

O representante das Nações Unidas na Guiné-Bissau, José Ramos-Horta, faz um balanço sombrio de 2013 no país e está pessimista em relação ao próximo ano, de acordo com uma mensagem divulgada na Internet.

"Infelizmente, a população da Guiné-Bissau não vai poder celebrar um Natal em alegria, como era costume. O ano que termina foi um ano de sofrimento, desilusões, promessas quebradas, medo e impunidade", refere Ramos-Horta.

"Honestamente, não posso dizer que tenha havido progresso em direção à paz, boa governação, justiça e bem-estar", acrescenta o representante da ONU, que se diz "preocupado" com 2014, porque "nada garante que a situação venha a melhorar".

A mensagem foi divulgada na quinta-feira no portal do Gabinete Integrado das Nações Unidas para a Consolidação da Paz na Guiné-Bissau (UNIOGBIS).

O representante especial do secretário-geral das Nações Unidas volta a alertar para a necessidade de realização de eleições.
A votação para as legislativas e presidenciais devia ter decorrido a 24 de novembro, mas foi adiada para 16 de março de 2014.

Primeiro voo extraordinário desde a suspensão da ligação a Bissau está cheio

O voo extraordinário que a TAP organizou este sábado à noite para transportar de Bissau para Lisboa todos os que já tinham bilhete comprado para o voo da passada quinta-feira – que foi suspenso depois do embarque forçado de 74 passageiros sírios – está cheio.

Serão cerca de 140 os passageiros a fazer a viagem num avião fretado pela companhia aérea portuguesa à Senegal Airlines que os levará de Bissau até à capital senegalesa, Dacar, onde ficarão cerca de 35 minutos, e daí para Lisboa, informou a assessoria de imprensa da TAP. Em vez das cerca de quatro horas habituais, a viagem demorará mais uma hora. A hora de partida prevista de Bissau é as 20h45.

Detido suspeito de recrutar sírios que estão em Lisboa

A Polícia Judiciária da Guiné-Bissau deteve um homem de 51 anos suspeito de recrutar os 74 passageiros com passaportes falsos que viajaram na terça-feira num voo da TAP até Lisboa, disse hoje fonte daquela polícia à agência Lusa.

O homem, residente em Bissau e designado como um "empresário de comércio geral", foi detido na última noite e é apontado como o responsável que acompanhou os cidadãos estrangeiros, presumivelmente sírios, num voo de Marrocos até à capital guineense, referiu a mesma fonte.

Terá sido este suspeito a fazer todas as diligências no aeroporto para que o grupo entrasse na Guiné-Bissau e terá sido também ele quem os acompanhou durante a passagem pelo país, sublinhou.
O homem suspeito de ter estado no recrutamento a partir do exterior já tem um histórico de viagens até Marrocos, está agora detido nas instalações da PJ guineense e continuará a ser interrogado na segunda-feira, acrescentou.

Segundo a mesma fonte, a PJ está a tentar averiguar todos os detalhes, dado que "é natural o envolvimento de várias personalidades" e de "autoridades" no incidente com o voo da TAP de terça-feira, que levou à suspensão das ligações entre Portugal e a Guiné-Bissau.

Catherine Ashton, Alta Representante da União Europeia (UE), especificou na sexta-feira que foi "um membro superior das autoridades de transição da Guiné-Bissau acompanhado por militares" que obrigou a tripulação da TAP a transportar os 74 presumíveis cidadãos sírios com passaportes falsos.

Voo cancelado para a Guiné leva a intervenção policial

O cancelamento do voo da TAP com destino a Guiné-Bissau gerou conflitos no aeroporto de Lisboa que exigiram a intervenção da polícia. Os passageiros afirmam que não vão sair do local até que o problema seja resolvido.

"Só saio daqui para um avião com destino a Guiné", afirma ao DN a passageira Principelina Lopes, de 41 anos."Nós não somos animais, somos seres humanos", gritou um dos passageiros com voz embargada, dirigindo-se aos polícias que impediam o acesso ao balcão da empresa.

A informação do cancelamento do voo que sairia do aeroporto de Lisboa às 20.45 com destino à Guiné-Bissau, foi transmitida aos passageiros no meio da tarde. "Paguei 830 euros por um voo direto e de emergência para hoje. Por volta do meio-dia estive na agência de viagens e disseram-me para comparecer no aeroporto e fazer o check-in. Estou aqui desde as quatro da tarde e até agora [às 19.30] nada." Como Celeste Sá, de 39 anos, há dezenas de casos idênticos. As principais queixas apresentadas relacionam-se com a falta de informação, longas horas de espera para serem atendidos e os problemas causados pelo cancelamento da viagem.

Os funcionários da TAP já informaram aos passageiros que o voo será transferido para sábado, dia 14, mas ainda assim a empresa deixou claro que não é garantido. Enquanto isso, alguns passageiros estão a ser encaminhados para um hotel, em Lisboa.Outros continuam em frente ao balcão de serviços ao cliente à espera de soluções. Fonte do aeroporto disse ao DN que vários passageiros preferiram seguir viagem ainda no final da manhã no avião da Royal Air Marrocos, com destino a Guiné-Bissau com escala em Marrocos.

A situação está ainda relacionada com os problemas causados pelo voo de terça-feira com destino a Lisboa, que transportava 78 passageiros sírios com passaportes falsificados.

South Africans have gathered in Johannesburg and Soweto to mourn their former leader, Nelson Mandela, who died on Thursday aged 95.

Crowds paid tribute, dancing and singing in front of Mr Mandela's former home in Soweto throughout the night.

Flags flew at half mast after President Jacob Zuma announced his death in a late night national TV address.

Mr Mandela spent 27 years in jail before becoming South Africa's first black president in 1994.
His administration replaced the racist white-minority regime that had enforced segregation of black and white people in a policy known as apartheid.

Mr Mandela went on to become one of the world's most respected statesmen.

A service of national mourning is expected to be held at a 95,000-seater stadium on the outskirts of Johannesburg on Monday.
His body will then lie in state for three days in the capital, Pretoria, before being taken for a state funeral in the village of Qunu in the Eastern Cape, where he grew up.

"God was so good to us in South Africa by giving us Nelson Mandela to be our president at a crucial moment in our history," said long-time ally Archbishop Emeritus Desmond Tutu.
At a service in Cape Town on Friday, he said Mr Mandela had "taught a divided nation to come together".

Mr Mandela had been suffering from a lung illness for a long time. He had been receiving treatment at home since September, when he was discharged from hospital.

As soon as the news broke, small crowds began to gather in Soweto's Vilakazi Street, where Mr Mandela lived in the 1940s and 1950s.

They chanted apartheid-era songs, including one with the lyrics: "We have not seen Mandela in the place where he is, in the place where he is kept."

The announcement of Mandela's death was made by President Jacob Zuma By daybreak, dozens more had gathered.

"We are celebrating his life and all that he did for us," said one of the mourners, Terry Mokoena.
Across the world, leaders, celebrities and members of the public have been paying tribute.

Queen Elizabeth II said she was "deeply saddened" to learn of Mr Mandela's death. "He worked tirelessly for the good of his country, and his legacy is the peaceful South Africa we see today," a statement issued by Buckingham Palace said. "Her Majesty remembers with great warmth her meetings with Mr. Mandela and sends her sincere condolences to his family and the people of South Africa at this very sad time."

When Africans mourn, they do it through song, dance and music. So as South Africans awoke to news of Nelson Mandela's death, crowds had begun gathering outside his homes in Houghton and Soweto.

They are mourning him through songs of struggle and church hymns. One of the songs is "Nelson Mandela ha hona ea tshwanang le yena" which in Sotho means there is no-one like Nelson Mandela.

This song and many others like it encapsulate the deep sense of loss here and the realisation that his passing marks the end of an era. Even South Africans who had never met him had made a special place for him in their hearts. They will remember him as the father of the nation, who brought an end to apartheid and delivered the nation from the brink of civil war.

The mood is a combination of sombreness and reflection. His passing has brought unity amongst South Africans as black and white speak of their love for him.
Many here will be drawing on that same spirit for strength, that "Madiba magic" over the next few days and weeks.

"He achieved more than could be expected of any man. Today, he has gone home," said US President Barack Obama.

UN Secretary General Ban Ki-moon called him "a giant for justice and a down-to-earth human inspiration".

Flags are flying at half-mast on government buildings in Washington DC, Paris and across South Africa. World football body Fifa also ordered its flags to be lowered.

The parliament in Pretoria is expected to hold a special joint session to reflect on Mr Mandela's life and legacy. Books of condolence will be opened at public buildings in South Africa and at the country's embassies throughout the world.

Next Monday is expected to be the start of South Africa's official mourning, with a service in Soweto's FNB stadium. Mr Mandela's body will lie in state for three days at the Union buildings in Pretoria before a funeral is held on Saturday in Qunu, the village in Eastern Cape where he was born.

The BBC's Mike Wooldridge in Johannesburg says South Africa will never have seen a state funeral like it, with leaders, dignitaries and other admirers of the former president expected from all over the world.

It will be a huge logistical challenge, especially given the remoteness of Qunu, our correspondent adds.

In his TV address, Mr Zuma said Mr Mandela had died shortly before 21:00 local time (19:00 GMT).

"Our nation has lost its greatest son," Mr Zuma said. "Although we knew that this day would come, nothing can diminish our sense of a profound and enduring loss."

Mr Mandela won admiration around the world when he preached reconciliation after being freed from almost three decades of imprisonment.

He was awarded the Nobel Peace Prize in 1993 along with FW de Klerk, South Africa's last white president. Mr de Klerk, who ordered Mr Mandela's release from jail, called him a "unifier" and said he had "a remarkable lack of bitterness". He told the BBC that Mr Mandela's greatest legacy was that "we are basically at peace with each other notwithstanding our great diversity, that we will be taking hands once again now around his death and around our common sadness and mourning".

Mr Mandela had rarely been seen in public since officially retiring in 2004. He made his last public appearance in 2010, at the football World Cup in South Africa.

Roving diplomat Born in 1918, Nelson Mandela joined the African National Congress (ANC) in 1943, as a law student. He and other ANC leaders campaigned against apartheid.

Initially he campaigned peacefully but in the 1960s the ANC began to advocate violence, and Mr Mandela was made the commander of its armed wing.

He was arrested for sabotage and sentenced to life imprisonment in 1964, serving most of his sentence on Robben Island.

FW de Klerk: Mandela "was a great unifier" It was forbidden to quote him or publish his photo, but he and other ANC leaders were able to smuggle out messages of guidance to the anti-apartheid movement.

He was released in 1990 as South Africa began to move away from strict racial segregation - a process completed by the first multi-racial elections in 1994.

Mr Mandela served a single term as president before stepping down in 1999.

After leaving office, he became South Africa's highest-profile ambassador, campaigning against HIV/Aids and helping to secure his country's right to host the 2010 football World Cup.
He was also involved in peace negotiations in the Democratic Republic of Congo, Burundi and other countries in Africa and elsewhere.

A service of national mourning will be held at the FNB stadium in Soweto before Mr Mandela's body lies in state in the capital Pretoria. A state funeral will then take place in the village of Qunu, near his childhood home Mvezo.

Operation Dead-Mouse Drop

 A group of 2,000 dead mice equipped with cardboard parachutes have been airdropped over a United States Air Force base in Guam in order to poison brown tree snakes.

It may sound like the plot to an animated movie starring the vocal talents of Gilbert Godfried, but we assure you this is actually happening.

NBC News reports that the dead mice were pumped full of acetaminophen, the active ingredient in Tylenol. The hope is that the snakes, which are invasive to the area and cause harm to exotic native birds and the island's power grid, will be drawn to the toxic rodents, eat them, and then croak. Other animals face minimal risk, reports the Air Force Times.

Dan Vice, the Agriculture Department's assistant supervisory wildlife biologist for Guam, told KUAM that the mice are dropped in a time sequence from low-flying helicopters. Each rodent is strung up to a tiny parachute made of cardboard and tissue paper. "The cardboard is heavier than the tissue paper and opens up in an inverted horseshoe," Vice said. "It then floats down and ultimately hangs up in the forest canopy. Once it's hung in the forest canopy, snakes have an opportunity to consume the bait."

So how will workers know if the plan is working? After all, it's not like the mice can radio back to base. Or can they? The workers behind the plan told NBC News that some of the mice will have data-transmitting via radios.

The mission is part of an $8 million program from the Interior and Defense departments, Phys.org reports. If the mission is successful, experts may expand it to other parts of Guam. In other words, maybe a sequel is forthcoming.

Violência Contra a Mulher: Angola regista cerca de dois mil casos todos os dias

No âmbito dos 16 dias de activismo pelo fim da violência contra a mulher, uma campanha da Amnistia Internacional, falámos com Delma Monteiro e Susana Mendes, duas mulheres angolanas que têm estado envolvidas em campanhas nacionais sobre questões do género.

Delma Monteiro defende que as instituições angolanas “ainda não estão preparadas para dar resposta aos casos de violência doméstica que ocorrem no país todos os dias” e, na perspectiva campanha da activista da Associação Justiça Paz e Democracia, também consultora para as questões do género e do VIH-SIDA, existem duas esferas distintas de violência contra a mulher: Institucional, quando é desrespeitada nos serviços públicos, nos hospitais, etc., e a doméstica, quando é desrespeitada pelo seu parceiro e muitas vezes com a conivência da família, que considera justa a punição pelo companheiro sempre que aquela não cumpre com as tarefas domésticas.

Delma Monteiro descreve que a mulher é duplamente vitimizada: “ela é agredida pelo parceiro e quando vai prestar queixa é questionada pela polícia por que motivo fez algo que o marido não gosta”.

O panorama de violência doméstica e contra a mulher ainda não é o melhor, na óptica das entrevistadas. Apesar das estatísticas “precárias”, segundo Delma, os últimos números apontam para cerca de dois mil casos diários, revela Susana Mendes, directora do gabinete de projectos do Fórum das Mulheres Jornalistas angolanas.

Ambas concordam que o trabalho tem sido feito, mas que ainda é um processo longo, que precisa de mais organismos envolvidos, além do Ministério da Família, e que os interlocutores “sejam as pessoas certas para fazê-lo”.

A lei não chega

Susana Mendes chama ainda a atenção para o número de casos não denunciados e Delma Monteiro destaca o município do Cazenga, em Luanda, como um dos municípios que regista mais casos de agressão contra a mulher.

Igualmente preocupante é a falta de preparação das autoridades para lidar com estes casos, muito embora exista uma lei, Delma Monteiro diz que é um documento genérico que precisa de regulamentação, que Angola ainda não tem.

“A lei por si só de nada serve”, acrescenta Susana Mendes, reforçando que “a impunidade gera violência”.

“As agressões continuam porque continua a haver impunidade do agressor. Muitos dos casos não são devidamente tratados, ficamos a saber que houve agressão através dos media, mas depois não temos a noção de como terminou o caso”, relata, reagindo também à morte de Márcia Salupendo, jornalista da Rádio 5 na Lunda Norte, que foi brutalmente espancada pelo seu companheiro, Chimbalanga Mariano, Secretário para a Informação do MPLA, no Lucapa. Márcia não resistiu aos ferimentos e morreu a 23 de Novembro, tinha 29 anos.

Os 16 dias de activismo pelo da violência contra a mulher tiveram início a 25 de Novembro e terminam a 11 de Dezembro.

Em Luanda realizou-se também uma conferência nacional de dois dias sobre Violência contra a Mulher e Violência Doméstica, aberta pelo ministro da saúde, José Van-Dúnem.
