For Epochal Progress in Socialist Construction
Kim Jong Un, in the second system of his report made at the 8th Congress of the Workers' Party of Korea (WPK), analyzing and reviewing the economic and cultural construction, building of national defence, management of the state and the society and work of the working people's organizations in the period under review, mainly dealt with the mistakes and lessons in those affairs. He also set forth important tasks for making new progress and development in the future.
He, first of all, made a strict and detailed analysis of the current situation in the work for the implementation of the 5-year strategy for national economic development and of a new long-term plan.
Analyzing the subjective and objective factors which affected the implementation of the 5-year strategy for national economic development, it pointed out the aftermath of the most barbarous sanctions and blockade by the U. S. and other hostile forces as an objective factor.
Besides, the terrible natural disasters which hit the country every year and the protracted global public health crisis which broke out last year were termed severe obstacles to the economic work, it analyzed.
The report said that due to such obstacles, state investments and supply planned to improve the major sectors of the economy in the implementation of the 5-year strategy for the national economic development could not be carried out properly.
The report made an analysis and appraisal of the Party Central Committee on the reason of non-fulfillment of the 5-year strategy for the national economic development in the period under review, making a serious judgment that drawn is the conclusion that if one finds the excuse of failure in objective conditions, one can do nothing and the action and role of the driving force will be unnecessary, and it is impossible to accelerate the revolutionary struggle and construction unless the unfavorable external factor disappears.
It clarified the strategy for the struggle in the economic field in the future five years.
The general orientation of the 5-year plan for national economic development is to establish firm foundation for activating the overall national economy and improving the people's standard of living by concentrating efforts on the main links of economic development.
The major task of the new 5-year plan was set up as to focus investment with the metal industry and chemical industry as key links so as to normalize the production in all sectors of national economy, and as to consolidate the material and technical foundations of the agricultural field and supply enough raw and other materials to the field of light industry so as to increase the production of consumer goods.
The report brought the new five-year plan up for discussion which had it as its goal to advance toward the steady economic growth and vivid improvement of the people's standard of living on the basis of the present situation and potentiality of the national economy.
And the new plan reflected the demand for perfecting the self-supporting structure of the state's economy, lowering the proportion of dependence on import and stabilizing the people's living by taking the actual possibilities into consideration.
The main seed and theme of the plan are, as always, self-reliance and self-sufficiency.
The report mentioned the plans for concentrating the state efforts on the construction of tidal power stations under long-term and medium-term strategies, and launching in real earnest the founding of atomic industry to cope with long-range demands and subjective and objective changes in the future.
It should set the annual plans for building 10 000 flats of dwelling houses each year starting from this year by concentrating efforts on the construction of 50 000 flats in Pyongyang, scrupulously organize the construction operation and guidance for implementing the plans and thus basically settle the issue of dwelling houses for the Pyongyang citizens.
25 000 dwelling houses have to be built in Komdok area, a leading nonferrous mineral producer where a large contingent of workers reside, and thus build the mining city with no comparison in the world.
The report suggested revitalization of tourism as an important work for providing our people with a more civilized life and showing the world the ever-changing appearance of our state.
It is necessary to spruce up tourist resorts, improve the methods of advertisement and organize tourist course and guidance in a diverse way.
It is also important to turn the Mt Kumgang area into modern cultural tourist resort of our style.
Kim Jong Un solemnly clarified the revolutionary stand on steadily bolstering up the national defence capabilities, the cornerstone for the existence of the state and a reliable guarantee for defending the dignity and security of the country and people and peace.
The report analyzed that our Party and the government of the Republic made good-will efforts and showed the greatest patience to prevent the escalation of regional tension with the single mind to ensure peace and security on the Korean peninsula and in the rest of the world but the U.S. hostile policy towards the DPRK has become more violent, not getting weak.
Nothing is more foolish and dangerous than to fail to steadily build our muscle and to while away time, while clearly seeing the enemies increasing ultra-modern weapons aiming at our state.
Stressing that the strong defence capabilities of the state never precludes diplomacy but serves as a great means that propels toward the correct orientation and guarantees its success, the report analyzed that the prevailing situation proves once again that there can never be satisfaction in boosting the military strength.
It is necessary to develop tactical nuclear weapons which can be used for various missions according to the purpose of operational duty and target of strike in a modern war by further developing the nuclear technology and making nuclear weapons smaller, lighter and tactical and steadily push ahead with the production of super large nuclear warhead and thus thoroughly contain, control and handle various military threats on the Korean peninsula which inevitably accompany the nuclear threat on our own initiative.
It set forth the goal to improve the capabilities of preemptive and retaliatory strike of nuclear forces by further raising the hit rates to correctly strike and annihilate any strategic objects within the 15 000 km of range.
Also raised were the tasks to develop and introduce the hypersonic gliding flight warhead in a short period, to push ahead with the work of developing inter-continental ballistic rocket with the use of underwater or ground solid-fuel engine as planned and to access to nuclear-powered submarine and underwater-launch nuclear strategic weapon which are of important significance in raising the long-range nuclear striking capability.
It referred to securing the ability of reconnaissance and information gathering with the operation of reconnaissance satellite for military purposes in the near future and conducting in real earnest the most important research of developing reconnaissance drones and other reconnaissance means capable of conducting precision reconnaissance of up to 500 km depth from the front.
The important tasks for strengthening the national defence capability raised in the report are an expression of iron-willed faith and will to continuously strengthen the country's military capabilities till when the vicious cycle of the brink-of-war and detente, dialogue and tension is removed once and for all and such phrases as the threat and blackmail by the hostile forces are terminated on this land, under the situation where the equilibrium of forces in the world is being disturbed owing to the reckless arms buildup of the U.S. and the hostile forces.
